Privacy Settings appears in blank, no text

Reproduction steps:
No special steps to reproduce, just open GUI, go to Settings -> Privacy Settings
Actual result:
No data, blank section, in Dark or Light theme.

Wow! But it;s still can be reproduced in test lab (and only in beta builds) so we created a bug
