Tabs in left in main window

I'm just wondering if these tabs in the left side of the main window are needed. Because see screenshot when you go into Performance tab in left on main window for example and there are almost all sections which you can easily setup from settings (wheel gear bellow). For example Performance > Quick Startup and click on wheel gear you will be redirected into Settings > Performance Settings > PC performance optimization. It applies from Security, Performance and Privacy tabs in left ...In short, if it is really necessary to go into setting by 2 ways?
